Vision limited

Air temperature 51 F, wind NW about 5 mph, fog. Clear sky when I got up, could see the crescent moon, but visibility under a quarter mile now.

Either he doesn't care what his random utterances do to the financial markets, or he does care and chaos is his desired effect. I'm not sure which is worse.
