Okay, the International Criminal Court has issued an arrest warrant for Sudanese President al-Bashir -- war crimes and crimes against humanity in the Sudanese region of Darfur. They decided they couldn't go for genocide, as well.

Thing is, this legal precedent can be extended in all sorts of directions. Ignoring recent history as too raw and controversial, just about all the major combatants in WW-II deliberately targeted civilian populations . . .

I'm not entirely unhappy that various folks may well feel a little shudder of apprehension at this next wobbling step in the extension of international law... My late friend Ronald St. John MacDonald was on the European Court of Human Rights, another institution created to extend those boundaries.

I also am not entirely unhappy. It's just that "crimes against humanity" can be a political as well as a legal charge, and "evidence" slippery.
