I know the Marines at the Marine barracks there just put plywood over the windows and ride it out. They still go out on post in 90 mph winds wearing a poncho. Wouldn't want the Cubans to think they could sneak over the wire during a storm.

That leaves some ambiguity. "The military maintains that the facilities currently housing the prisoners are capable of withstanding anything up to a Category 2 hurricane..."
The "detention" facilities I remember (from TV and other media, not personally...) wouldn't provide shelter from a gale, much less a Cat 1 hurricane.
