When a politician talks about making "hard choices", you can make a safe bet he's (she's) talking about something the majority of voters don't want . . .
Yeah. It's right up there with businesses that send out letters explaining how they're going to be streamlining their services in order to improve the customer experience. Which is more or less the equivalent of saying, "We're going to start charging you more and giving you less -- but hey! With fewer customers, the store will be less crowded!"
(One notes that the airlines have pretty much given up lying about the "improved experience" end of the deal. "Yes, we're shafting the passengers again -- put up with it or stay home" isn't pretty, but at least it's honest.)
More than just affecting that politician -- probably won't affect his/her direct audience personally. You don't preach the benefits of downsizing the military when addressing troops or the VFW . . .
