Mental illness is a "disability" under the definitions of the Americans with Disabilities Act (ADA).  You cannot legally bar a mentally-ill person from public spaces or services, unless you can _prove_ he is a danger to others or himself.

As it should be. Sadly, a lot of people might consider doing something dangerous. But the vast majority of them don't do it.
