Why do I think of C.D. Howe when I read that line again?

No idea who C. D. Howe is/was. Quick web search tells me a Canadian politician. My father may have known -- both his parents were born in Ontario.

At some point, Howe acquired a nickname - connected to his role in World War 2, I think - and that was "the minister of everything". If it was related to getting things done during that war, Howe had a hand in it somehow.

Plus the « institute » that gets press every once and a while. Generally considered right of centre in a Canadian sense.
