I realize that I am missing the political subtleties (such as pandering to the mob), but I don't see how tracking down and extracting every last drop of oil in U.S. territory (wilderness preserve or offshore) reduces our long-term dependence on foreign oil. 

Keeping the stuff tucked away against the needs of our children and grandchildren, who likely will be able to extract it in a cleaner fashion, would.

My guess is that it doesn't do much to change American dependence on foreign oil, but it does increase the profits of American oil companies.

That's because it has nothing to do with long-term dependence. The general take, and I've heard this expressed over and over, is "Well, I'll be dead, so it doesn't matter." Unfortunately, I'm not allowed to expedite that transition, and particularly not with explosives.
