Define "flexible"

jhetley New border regulations in effect today, folks coming in to this great U S of A from Canada have to have a passport, or photo ID plus birth certificate or other stuff. Many and various are the frothings at the mouths...
The Customs and Immigration people say that they are going to be "flexible" on this, at least for a while. I wish (with a level of devout wishing that would do credit to a devout wishing person) that they weren't using "flexible" as a synonym for "arbitrary."
And in other political news, I just hung up on a "personal" call from John McCain. Can't we just take them all out to the pond and dunk them? The ones that sink aren't witches...
