Support the troops

Once upon a time, in a galaxy far, far away, a group of veterans and friends decided that troops going off to war or coming home should know that their nation cared.  Then, bureaucrats happened*:

Those troop greeters are fantastic. A troop flight comes through at 0315 in mid-February in a snowstorm, they are there. Smiling.

Why am I cynical enough not to believe the "oh, this isn't being driven by the concessionaires" line? I seem to recall the USO lounge at O'Hare always having free munchies, back in the day ...

I've been trying to figure out why they don't play USO, my own self. Or why the local Drunken D'ohnuts doesn't offer to provide free goodies that meet any USDA requirements, for the publicity.
