Question for Homeland Security

jhetleyWe have, as previously noted, had considerable wind lately. Serious portions of Maine's voting public are currently without power. Enough so that we are inviting Canadian linemen over to help with the aftermath. I have ranted before on the subject of the interrelated life in border states.
Now, my question for the PTBs is this -- in future such situations, are said Canadian linemen going to have to present passports in order to cross the border? Are US linemen (returning the favor) going to have to have passports to come home again?
Note to aspiring quiz contestants -- these questions also apply to fire and ambulance services...
