Older woman walking laps around the park early, wearing a vest with LED lights on it. Dozen or so lights on the front, only one that I could see on the back. Me, I'd want more lights on the back. I can see things coming at me from the front . . .

Over here we're advised to walk facing oncoming traffic if there is no pavement/sidewalk. That's so you can see approaching cars and step up onto the verge if there is one or squash yourself into the hedge. So having more lights on the front sort of makes sense, but why not front and back? Also I have no idea whether the advice for British country roads would work where you are.

The advice is the same as here then for roads without any allowance for pedestrians. But if she was on a sidewalk on a local street, which presumably has street lighting, I don't see the need for an illuminated high viz vest.
