It's ok. Tar paper is the part that makes the roof waterproof. Should be fine, if it's covered properly. When we aren't having a drought, it rains here every afternoon. Crews always strip the top, get everything in the rented dumpster, then get it papered before the rain. Next day they shingle.
You know what I see on my bike rides? Black Vultures. I did see one dead corn snake and a whole slew of mashed squirrels (needs butter?). But we don't have the stuff you have. Never seen a muskrat in my life (jam instead of syrup). We've got gopher turtles living along the trail, but not in the streets. I heard about a bear but haven't seen one.
