Every time so far that Tom Ridge has come out with "credible intelligence," nothing has happened. Sooner or later, there really _will_ be a wolf, and nobody will pay attention to him.
And I harken me back to my days of yesteryear on the outer edge of that well-known oxymoron "Military Intelligence," when one of the classic Great Games was deciding whether you'd just found out something that the enemy doesn't want you to know, or something that he _does_ want you to know that just ain't so. I can see in my mind's eye, this dust-stained Saudi renegade sitting in front of a computer and composing coded email messages and sending them, just for the purpose of "spoofing" the NSA and CIA into sounding the alarm.
Among other things, that smokes out the leaks.
Oh, well, Maine doesn't rate high as a target.
