Do ME libraries allow you to check books out from any library in the same county or do you have to pay to get a library card for a different library?

Pitt County in NC let you get one library card and use it at every library in Pitt County. Hertford County made you get a library card for each library in the county BUT you didn't have to pay for any of them. There's a library system in NH that covers Manchester, Salem, Hudson and I forget which other towns but not more than another 2, IIRR that let you borrow from those libraries with your town library card. Here in Gilford we can only borrow from Gilford's library unless we want to go through the hassle of inter-library loan. It's nuts. It would take me all of 10 minutes to go over to Laconia's library and borrow a book but I can't do that unless I plunk down $50 a year for a Laconia library card. Or I can wait a week for inter-library loan to bring me the book.
