Feline frustration

We have a gray and white cat patrolling the neighborhood on a regular basis. So far, it has shown no interest in becoming a friend -- shies away if I get within 30 or 40 feet, or even if it catches me looking at it from a window. Doesn't seem to be a feral or stray.
